Lou Yuengert and Tom Galvin are back in the studio for another episode of “How Should the Army Run?” This episode focuses on Lou’s recent service on the Army’s Talent Management Task Force. The Army has done relatively well at placing its top performers in appropriate leadership positions, but in an organization of high performers are the other 90% of the personnel being placed where they are best suited while still meeting the needs of the service? Lou shares his experience as the Army struggles to move from an industrial age strength management system to a system that puts the right people in the right jobs routinely throughout their career. It’s a big task and there is a lot of information that has to be measured, managed and available to make it work.
We manage the talents of our senior population, our high performers, pretty well…and as they move forward it’s very clear that they are in the top 30% of their year group, in the top 10% of their year group, the top 5% of their year group…but there’s a lot of talent in the Army outside that 5% or 10% that we’ve been missing the boat on making the best use of their talent.

Louis Yuengert is the Professor of Defense Leadership and Enterprise Management in the Department of Command, Leadership, and Management at the U.S. Army War College. He is a former course director for the Defense Management core course and he teaches with the Carlisle Scholars Program, a special program.
Tom Galvin is Associate Professor of Resource Management in the Department of Command Leadership and Management (DCLM) as well as the leadership and management instructor for the Carlisle Scholars Program. at the United States Army War College. He is the author of the monograph Leading Change in Military Organizations and companion Experiential Activity Book.
